Position Summary: ABOUT CITRUS COLLEGE:
Celebrating over 90 years of service, Citrus College is located in Glendora in the foothills of the San Gabriel Mountains, approximately twenty-five miles northeast of metropolitan Los Angeles. The college has the distinction of being the oldest community college in Los Angeles County and the fifth oldest in the state. Citrus College was founded in 1915 under the leadership of Dr. Floyd S. Hayden, who helped bring the community college movement to California. From 1915 to 1961, the college was operated by the Citrus Union High School District. In July 1961, the Citrus Community College District was created to include the Azusa and Glendora unified school districts. In 1967, the district expanded to include the Claremont, Duarte and Monrovia school districts.
Today, Citrus College occupies a 104-acre campus. The college is currently experiencing a major facilities expansion project that will change the look of the campus. The college enrolled 27 students in 1915 and currently the college serves more than 11,000 students. Classes are offered on a 16-week calendar (fall and spring semesters), as well as in a variety of non-traditional scheduling options -- six-week winter intersession, evenings, late start and early end, summer sessions, and optional class formats, such as distance education online courses and distance education integrated classes.

Under the direction of the Superintendent/President, the Vice President of Finance and Administrative Services serves as the District's Chief Business Officer and oversees the District's administrative services including facilities, the District's bond program, construction activities, payroll, health benefits and risk management. As such, the Vice President provides executive direction over strategic and long?range planning of the District's finances and facilities by the implementation, management and control of the budget and operational activities to ensure that the District is fiscally sound and in compliance with all financial regulations. The Vice President of Finance and Administrative Services should be an innovator and critical thinker with outstanding interpersonal, written, and oral communication skills. This is a twelve month classified management assignment.
Essential Duties and Responsibilities: ESSENTIAL DUTIES AND RESPONSIBILITIES:
--Under the direction of the Superintendent/President, the Vice President of Finance and Administrative Services will provide financial analysis, advice, and counsel to the Board of Trustees and the Superintendent/President along with administering the operations of the Fiscal Services Department of the District.
--Responsible for the administration of the maintenance and operation program, purchasing, warehouse, transportation, and construction programs.
--Oversee development and monitoring of college budgets consistent with District goals and applicable laws; advises the Superintendent/President on fiscal implications of budgetary decisions.
--Prepare, edit, manage, and reconcile budgets for all programs supervised; provide for the internal allocation and regulation of funds though requisitions and internal adjustment of funds.
--Participate in policy development in matters of fiscal management and business operations.
--Manage operations and provide innovative leadership for the following District functions: finance, the District's bond program, payroll, risk management, maintenance and operations, purchasing, mailroom, warehouse, transportation, and construction programs.
--Select, train, supervise, and evaluate managers and other staff; coordinate the work of Finance and Administrative Services.
--Coordinate the planning, development, and implementation of innovative approaches to fiscal management.
--Oversee the purchase, maintenance and repair of equipment and facilities.
--Liaison with auxiliary service contractors.
--Liaison with District Facilities Planning and Construction, as well as contractors.
--Monitor budgets in areas of responsibility.
--Participate in appropriate committees, conferences, seminars, and workshops.
--Consult with District auditors.
--Report current legislation, which has financial impact to the District, to the Board of Trustees and Superintendent/President.
--Review and approve all proposed contracts of the District prior to Board of Trustees approval.
--Comply with and support Affirmative Action regulations.
--Perform other duties as assigned that support the overall objective of the position and the District's mission and philosophy.

Minimum Qualifications: MINIMUM QUALIFICATIONS:
--Master's in Business Administration with a major in finance, economics, accounting or related field and four (4) years of experience demonstrating extensive strategic leadership and operational management with responsibility for the financial and business operations of a public educational institution.
--Demonstrated understanding of, sensitivity to, and respect for the diverse academic, socioeconomic, ethnic, religious, cultural background, disability, and sexual orientation of community college students, faculty, and staff.
Preferred Qualifications: PREFERRED QUALIFICATIONS:
--Recent management/administrator leadership experience as a Chief Business Officer at a California community college district.
--Ability to work in a shared governance (or collegial) environment.
