NC State is the largest university in North Carolina and quite literally a city within the capital city of Raleigh. The 900-person strong Facilities Division serves the entire university community, its students, faculty, and staff and ensures that the campus physical environment supports the university’s mission. We provide safe, cost effective planning, design, construction and renovation, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services and are on call to support campus 24 hours a day, 365 days a year.

The 900+ positions of the Facilities Division service the students and staff of the University’s teaching, research/administrative space and 2, 240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost effective services to the University, ensure completed projects and maintenance that conform to codes and regulations, while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University.

Essential Job Duties

The Payroll Administrator (HR Specialist) position is responsible:
  • Payroll administration;
  • Leave administration (FMLA and Worker’s Compensation), and payroll related actions for the Facilities Division;
  • Must understand and be prepared to train employees and supervisors on the functionality of the WolfTime system, FMLA and Worker’s Compensation in conjunction with payroll processing; Processes payroll for monthly and bi-weekly employees to include the processing of the WolfTime System;
  • Verifies accuracy of dates and hours worked that are supplied by the in and out punches in WolfTime.
  • Receive notification from supervisor/employee to correct as needed, adjust, and complete by resubmitting corrections in the WolfTime system. When corrections are noted, the supervisor is contacted to confirm the adjustments/corrections for both bi-weekly and monthly payroll;
  • Ensure new supervisors and employees are properly trained to use WolfTime upon entry into Facilities;
  • Verify receipt and accuracy of all individual monthly and bi-weekly time records for permanent and temporary employees;
  • Provide necessary customer support to address external and internal WolfTime problems and concerns;
  • Ability to think creatively and independently while identifying and solving WolfTime problems;
  • Responsible for the coordination efforts between payroll, human resources, budget and other departments to ensure proper flow and maintenance of employee data (including preparation/distribution of detailed reports, e.g. time & labor, overtime and leave balances);
  • Responsible for addressing employees’ and supervisors’ issues and concerns;
  • Review salaries, budget codes, check distribution codes and job codes for compliance with established policies;
  • Follow established guidelines to determine which budgets in University Chart of Accounts to charge funds allocated for wages;
  • Checks and enters additional pay.

Other Responsibilities

  • Must be able to present briefings and training sessions to a large and diverse audience.
  • In particular, must train new supervisors in payroll applications and the KABA system to assure actions are entered into the database correctly.
  • Other duties as assigned.

Minimum Experience/Education

Bachelor’s degree; or an equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Knowledge of HRIM, WolfTime and PeopleSoft Labor.
  • Knowledge of Word, Excel, PowerPoint, AiM, OnBase, Google Suite and current office technology. Knowledge of payroll, leave, separations, worker’s comp, FML and general HR policies.
  • The ability to apply knowledge of the above programs and skill sets.
  • The ability to explain complex payroll policies, their application and procedures to a variety of audiences.

Preferred Qualifications

  • Three to five years of payroll experience.
  • Ability to present to the public – public speaking.
